Disclosed is a gravity flow-type loading and unloading apparatus. The gravity flow-type loading and unloading apparatus according to the present invention comprises: a loading and unloading tank arranged on the sea, and unloading crude oil from a crude oil carrier or loading the crude oil in the crude oil carrier using a siphon principle; and a tank elevation part having one side coupled to the seabed, and having the other side coupled to the loading and unloading tank and elevating the loading and unloading tank. The gravity flow-type loading and unloading apparatus using a pump with a minimum capacity is capable of loading and unloading the crude oil while floating on the sea.
