PROBLEM TO BE SOLVED: To reduce a cost of a computer system having high security.SOLUTION: A controller comprises a flow control unit for setting a flow entry of at least one switch so as to configure one virtual network selected from a plurality of virtual networks having different security strength. The switch performs relay processing of a reception packet according to the flow entry set in the switch, to configure the selected virtual network.
