PROBLEM TO BE SOLVED: To reduce processing load related to video analysis by utilizing information on a whole facility.SOLUTION: The video monitoring system simulates flowing of a movable body in video captured by a plurality of monitoring cameras, derives a parameter correlate with processing load of movement analysis of the movable body from the simulation result, and specifies a processing mode capable of reducing the processing load on the basis of a correspondence relationship between the parameter and the simulation result.
