PROBLEM TO BE SOLVED: To provide an operation management system capable of evaluating a driver on the basis of a relative operation state, an operation management method, and a program.SOLUTION: The operation management system is installed on each of a plurality of vehicles 1a, 1b, and so on and comprises: an on-vehicle apparatus 100 capable of acquiring travel information which includes position information on each of the vehicles 1a, 1b, and so on; and an operation management device 600 having a travel information acquisition unit for acquiring the travel information acquired from each of the on-vehicle apparatuses 100 of each of the plurality of vehicles 1a, 1b, and so on, and an evaluation unit for evaluating operation of the vehicles 1a, 1b, and so on, on the basis of a relative operation state related to the plurality of vehicles 1a, 1b, and so on identified by the travel information. |
