PROBLEM TO BE SOLVED: To provide an insulating heat-conductive sheet with improved heat radiation properties and insulation properties.SOLUTION: This insulating heat-conductive sheet comprises: a fluorine resin including polytetrafluoroethylene; and a heat-conductive filler. The heat-conductive filler includes diamond particles, and heat-conductive inorganic particles other than the diamond particles. For example, boron nitride particles are suitably used as the heat-conductive inorganic particles.
