PROBLEM TO BE SOLVED: To provide an electro-optical device including a color filter capable of achieving excellent display quality, a method of manufacturing an electro-optical device, and an electronic apparatus including the electro-optical device.SOLUTION: An organic EL device 100 as the electro-optical device includes: a base material 11 as a substrate; an organic EL element 30 as a light-emitting element disposed on the base material 11; a sealing layer 34 for sealing the organic EL element 30; a colored layer 37G or a colored layer 37R as a first colored layer disposed in a first region on the sealing layer 34; a colored layer 37B as a second colored layer disposed in a second region and having a film thickness smaller than that of the colored layer 37G or 37R; and a spacer layer 35 disposed between the sealing layer 34 and the colored layer 37B.
