The present invention provides a device and a method for reverse designing of a printed circuit board (PCB). The reverse designing apparatus of the PCB includes: a photographing unit which photographs the PCB having multiple guide holes and multiple patterns and supplies a first image; a three-dimensional measuring unit which measures the PCB and supplies a coordinate value of the guide hole; an image correcting unit which corrects the magnification of the first image by using the coordinate value of the guide hole; an image extracting unit which supplies divided multiple images by distinguishing a multi-layer pattern from the first image of which the magnification is corrected from the image correcting unit; and an image converting unit which converts a second image and supplies drawing data.
