The present invention provides a sterilizing device for flowing water to reduce a reaction time and to improve sterilizing uniformity with respect to water to be treated. The sterilizing device according to an embodiment of the present invention comprises: a first pipe including an inner wall having reflecting light properties; and a second pipe arranged inside the first pipe and composed of a transparent material having water to be treated flowing therein. The sterilizing device comprises an ultraviolet source arranged on the inner wall of the first pipe to irradiate the water to be treated inside the second pipe with ultraviolet rays for sterilization.
