This photoelectric mixed substrate is provided with the following: an insulating layer the main component of which is a fluororesin; a conductive layer laminated on each side of this insulating layer; and an optical communication mechanism configured so as to propagate optical signals inside the insulating layer by utilizing the reflection of the optical signals on the inner surface of the conductive layers.
