PROBLEM TO BE SOLVED: To enable restriction per service type for a mobile terminal using a voice communication function by a packet switching service.SOLUTION: An MME 30 belongs to an LTE network N1 in a communication network including the LTE network N1 and a 3G network N2. The MME 30 comprises: a congestion information storage unit 34 for storing congestion information indicating that voice congestion or packet congestion is occurring; and disabled information notification means for giving, at prescribed timing, notice of VoLTE non-support information indicating VoLTE being not available to a UE 10 that is capable of connecting both LTE network N1 and 3G network N2, and is usable switching between VoLTE on the LTE network N1 and voice communication by a circuit switching service on the 3G network N2 if the congestion information is stored in the congestion information storage unit 34.
