The present invention relates to a window substrate and a touch screen panel including the same and, more specifically, to a window substrate including a non-display unit capable of substrate realizing a cubic effect and enabling expression of a highly-visible pattern and a touch screen panel including the same. The present invention includes: a window substrate; and a non-conductive shutter pattern which is formed on a non-display unit of a part of the window substrate. The non-conductive shutter pattern includes: a first color pattern which has a concavo-convex structure and is coated with a metal compound layer; and a second color pattern which covers the first color pattern and forms a flat surface.
