A variable length encoding unit (23) multiplexes hint information into an all-region bitstream, the hint information including motion vector limit information that indicates the maximum searchable range of the motion vector, GOP size limit information that indicates the maximum value of a GOP size which is the number of pictures belonging to the GOP, and reference structure designation information that indicates pictures which are referenced when decoding the pictures that belong to the GOP. Due to the foregoing, without causing a drop in the compression efficiency of an all-region bitstream, an all-region bitstream can be generated, such bitstream being appropriate for generating an efficient partial region bitstream using low computation.
