The present invention relates to a device for manufacturing cosmetic puffs, the device comprising: an automatic transfer unit (10); a puff supply unit (20); a solid powder forming unit (30); a puff cap supply unit (40); a joining unit (50); and a transfer unit (60). The automatic transfer unit has mounting cups (11) connected to the upper part thereof at regular intervals and move around a track having a constant distance in one direction. The puff supply unit (20) sequentially mounts puff bodies (71) into the mounting cups (11) from one side of the automatic transfer unit (10) so that the inside of the puff bodies (71) can face upward. The solid powder forming unit (30) sequentially supplies a predetermined amount of powder (P) together with a porous mesh (M) to a guide pipe (310) of an index table (31) that rotates, by driving a motor, by a predetermined angle at each predetermined time; mixes the supplied powder (P) and inserts the powder into the porous mesh (M) by a suction force having a uniform pressure, and compresses, with a uniform pressure, the porous mesh (M), into which the powder (P) is inserted, to form the solid powder (72), and then puts the solid powder (72) on the puff bodies (71) mounted in the mounting cups (11) of the automatic transfer unit (10) that are sequentially transferred from the bottom thereof. The puff cap supply unit (40) supplies puff caps (73) to be mounted on the upper part of the puff bodies (71) having the solid powder (72) put thereon at a position after the automatic transfer unit (10) moves a predetermined distance from the solid powder forming unit (30). The joining unit (50) performs ultrasonic welding along an outer periphery formed between the puff bodies (71) having the solid powder (72) put thereon and the puff caps (73) mounted on the upper part thereof at a position after the automatic transfer unit (10) moves a predetermined distance from the puff cap supply unit (40). The transfer unit (60) separates manufactured puffs (70) mounted in the mounting cups (11) from the mounting cups (11) and transfers the manufactured puffs (70) to a packaging line (80) at a position after the automatic transfer unit (10) moves a predetermined distance from the joining unit (50).
