PROBLEM TO BE SOLVED: To provide a target board loading device and a conveyance system that can make efficient a process of mounting a loaded target board at a predetermined position so that the target board is conveyed by improving the process.SOLUTION: The height and tilt of a target board P as a top layer among target boards P loaded in a loading mechanism 10 are adjusted. A moving mechanism 11 which moves the target board P loaded in the loading mechanism 10 to a mounting position includes a plurality of arm parts 111 provided radially and holding parts 112 provided for the plurality arm parts 111 respectively, and the arms parts 111 are constituted rotatably. The loaded target board P as the top layer is held by one holding part 112 provided for one of the plurality of arm parts 111, and simultaneously the other target board P is released from being held by the other holding part 112 provided for the other arm part 111 to be mounted at the mounting position. Further,the arm parts 111 are driven to rotate by a predetermined angle to shift in position to each other.
