PROBLEM TO BE SOLVED: To provide a communication system, a communication method, a transmission-side synchronous signal distribution device, a transmission-side synchronous control device, a reception-side synchronous signal distribution device, a reception-side synchronous control device and a program, enabling time synchronization among a plurality of sets of medium information with a minimally necessary communication load even in general equipment having no special control mechanism for time synchronization.SOLUTION: The time synchronization is achieved using a synchronous signal distribution device for receiving an IP packet including medium information to be a master, and for IP distributing time information, and a synchronous control device for receiving an IP packet including medium information to be a slave and the IP packet including the time information distributed from the synchronous signal distribution device.
