PROBLEM TO BE SOLVED: To achieve simplification and compactification of an apparatus and improvement of the brown gas generation efficiency at the same time by connecting principal polar plates to an induction polar plate induced electrostatically between the principal polar plates through a spacer and providing a bendable flexible part in a spacer attachment part.SOLUTION: In an electrolytic bath 2 of a brown gas generator, a pair of principal polar plates 3 and 3 each applied with positive and negative charges and one or more induction polar plates 4 induced electrostatically between the principal polar plates 3 and 3 are arranged in a state of being immersed in water W, and water W is electrolyzed between the principal polar plates 3 and 3 and the induction polar plates 4 to generate brown gas B. The principal polar plates 3 and 3 and the induction polar plates 4 are connected individually and mutually through a spacer 5 and have a spacer attachment part 6 for attachment of the spacer 5 and a flexible part 7 bendable to the spacer attachment part 6. A fuel generation supply system has a brown gas generation part 1 consisting of the brown gas generator.
