<p>PROBLEM TO BE SOLVED: To cope with a traffic increase caused by the occurrence of a disaster to prevent congestion in a mobile communication system, and to permit voice communication.SOLUTION: On receipt of a control instruction from an upper-level device, a radio base station device relays to a mobile communication terminal subordinate thereto, and calculates a radio resource corresponding to congestion notification information from the upper-level device. The mobile communication terminal includes: mobile communication interface means for performing communication through the radio base station device; and radio interface means for performing radio communication between radio master equipment and radio slave equipment by operating as the radio master equipment or radio slave equipment, and on receiving a control instruction, configures the relationship of radio master equipment and slave equipment between with another mobile communication terminal. The radio slave equipment disconnects a radio access link and in regard to connection, requests the radio master equipment through the radio interface means. The radio master equipment transmits the information of subordinate radio slave equipment to the upper-level device, and on receiving a connection request issued from the radio slave equipment, allows voice communication according to radio resource allocation notified from the radio base station device.</p> |
