PROBLEM TO BE SOLVED: To perform work for providing a filling layer in a clearance part formed between an outer peripheral surface of a protrusion of roadbed concrete and an inner peripheral surface of a recess of a track slab, with proper workability, in construction of a slab-type track.SOLUTION: Core bodies 46 and 48 are sewed to a bag body 42, which is sewed to configure a sealed chamber 41 of substantially the same shape as a space shape of a clearance part 15 and which has a sealed structure made of a nonwoven fabric and having a filler filling port 45 communicating with the sealed chamber 41, in such a manner that the bag body 42 supports itself while retaining a sewed shape.
