The present invention provides an emergency call device for an elevator, and an emergency operating method using the same. The device comprises: a car controller (C) installed on the roof of an elevator car (10), which is for controlling the raising and lowering operation and the door opening and closing of the elevator; a machine room control panel (CP) for controlling the overall operation of the elevator and connected by wire to the car controller (C) and installed in a machine room to control the car controller (C); and an emergency call button (E) connected to the car controller (C) by wire or wirelessly and installed inside one end of a pipe-shaped handrail (H) installed on a wall surface of the elevator car.
