PROBLEM TO BE SOLVED: To allow for excellent decoding depending on the decoding capability on the receiving side.SOLUTION: Image data of each picture composing moving image data is classified into a plurality of layers, the image data of picture of each layer thus classified is encoded, and video data having the image data of picture of each layer thus encoded is generated. A container of a predetermined format including this video data is transmitted. The plurality of layers are divided into a predetermined number of layer sets of more than one, and identification information for identifying, to which layer set the encoded image data of each picture included in the video data belongs, is inserted into the packet containing the video data. |
