When, for vessel navigation including berthing at stopover ports, a user enters berthing time periods for each port on a navigation management screen generated by a terminal device, on the basis of the speeds of navigation between the ports determined by the entered berthing time periods and parameters for weather and sea conditions that the vessel will encounter during navigation between the ports, the terminal device specifies the fuel consumption rates for navigation between the ports and calculates fuel consumption amounts corresponding to navigation between the ports. The fuel consumption amounts calculated by the terminal device for the navigation between each port and a fuel consumption amount for all navigation, which is the sum of the calculated fuel consumption amounts, are displayed on the navigation management screen. By changing berthing time periods according to a modification plan, a user is able to compare the fuel consumption amounts for navigation conforming to plans before and after modification while considering making changes to berthing time periods.
