<p><P>PROBLEM TO BE SOLVED: To guide a solid rocket without a thrust cutoff function with high accuracy. <P>SOLUTION: A prediction state quantity computing part 120 computes a prediction state quantity 193 of the rocket based on a speed vector V, a position vector R and a prediction profile 191. A request state quantity computing part 130 computes a request state quantity 194 of the rocket based on target orbital information 192 and the prediction profile 191. A thrust direction determination part 140 computes the update amount of steering coefficient based on a state quantity error of the prediction state quantity 193 and the request state quantity 194.
