1. A method to transmit system information from a base station in a radio access network, comprising:
receiving data packets over a broadcast control channel (BCCH); generating first system information blocks from the data packets, the first system information blocks comprising a system frame number, a public land mobile network identity, and a cell identity, wherein one or more of the first system information blocks indicate how a system information message is to be transmitted; scheduling the first system information blocks for transmission using a fixed schedule; generating second system information blocks from the data packets; scheduling the second system information blocks, using dynamic scheduling, for transmission in the system information message; mapping a first system information block in the first system information blocks to a broadcast channel; mapping the system information message to another channel; and transmitting, by the base station, the first system information block and the system information message.
