The present invention relates to an apparatus for neutralizing ballast water, which neutralizes sterilized and treated ballast water with use of an oxidizing agent, comprising a case connected to a discharging pipe of a ballast tank through which discharged ballast water passes; and a neutralizing agent cartridge which stores a neutralizing agent inside and is attached to the inner case to neutralize the ballast water passing the inside of the case, thereby reducing time of neutralizing the ballast water and minimizing the limitation of installation space.
