The present invention relates to a fuel injection pump having heating and cooling functions comprising: a housing; a fuel supply portion supplying a fuel by being formed on one side of the housing; and a barrel having a spill port where the fuel is entered by the fuel supply portion while being installed inside the housing. The present invention includes circulation lines where an operational fluid which controls the temperature of the fuel circulates while being installed inside the housing or the barrel, and to prevent the fuel supplied from the fuel supply portion from being fixated. The fuel injection pump having heating and cooling functions can improve efficiency of engine power, making a high pressure fuel in a combustion chamber of an engine injectable by preventing or removing the fuel from being fixated in the fuel injection pump.
