The present invention relates to an extensible makeup language (XML) generation system and an XML generation method. The present invention is to effectively generate an XML from a document, such as a journal or a paper, to enhance productivity, and to facilitate the production of the XML required by a user with respect to a part having a difficulty in automation due to the difference in structure between the paper and the journal. To this end, the present invention provides the XML generation method including the steps of: inputting a file including at least one visual content; extracting text data in the form of hypertext markup language (HTML) by making the visible content as coordinates; converting and storing each page of the file in the form of an image; extracting and visualizing at least one content block from at least one visual content included in the stored image; modifying a layout corresponding to at least one content block region visualized according to an input signal of a user; and extracting data included in the content block region corresponding to the modified layout to generate the XML.
