An apparatus for controlling velocity of a train comprises: an electromagnet cell which is installed in a wheel; a power supply unit which supplies power to the electromagnet cell; a current regulating unit which regulates current supplied from the power supply unit to the electromagnet cell; a rotational position measuring unit which measures a rotational position of the wheel; and a control unit which controls the current supplied from the power supply unit to the electromagnet cell by controlling the current regulating unit according to the rotational position of the wheel measured by the rotational position measuring unit.
