<p>The present invention relates to a filter and more specifically, to a method for manufacturing a filter having an anti-bacterial and disinfectant function using nonwoven fabric and activated carbon using nonwoven fabric and activated carbon, wherein the filter is manufactured by manufacturing activated carbon for removing a second pollutant source and removing bad smells and harmful gas, from activated carbon having an anti-bacterial and disinfectant function; applying, to non-woven fabric for a filter, an anti-bacterial agent having a physically anti-bacterial property, not a chemically anti-bacterial property in the process of coating a nanocoating anti-bacterial agent which is differentiated from an existing anti-bacterial agent; and applying the activated carbon to remove bad smells and harmful gas to the nonwoven fabric. The method for manufacturing a vehicle cabin filter according to the present invention comprises the steps of: manufacturing activated carbon (S10); applying an anti-bacterial agent to nonwoven fabric (S20); and laminating the activated carbon onto the nonwoven fabric using a binder (S30).
