An objective of the present invention is to provide a steel pipe grouting apparatus which discharges air to the outside and injects only injection material instead of injecting the amount of air remaining inside a perforated hole and the designed injection amount into the ground, thereby shortening the injection time corresponding to the amount of air injected into the ground; and a method of reinforcing and cutoff grouting a tunnel using the same. To achieve the above objective, the steel pipe grouting apparatus includes a steel pipe having predetermined diameter and length, and having a jetting hole of predetermined size formed to have inner and outer portions penetrated; a filler block formed in a circular structure having predetermined thickness while being inserted into an inner circumferential surface of the steel pipe, and having a plurality of folding portions formed on an outer circumferential surface of the circular structure; and a plurality of inlet pipes and outlet pipes inserted into the folding portions of the filler block and having one ends blocked. In addition, the method of reinforcing and cutoff grouting a tunnel using the steel pipe grouting apparatus includes steps of: perforating target ground in predetermined diameter and depth to form a perforation hole; inserting the steel pipe grouting apparatus into the perforation hole; caulking with caulking material to seal a gap between an inlet of the perforation hole and the steel pipe grouting apparatus; and inserting the injection material into the steel pipe grouting apparatus to grout a gap between the perforation hole and the steel pipe grouting apparatus.
