According to an embodiment of the present invention, a vehicle controlling system is provided. The vehicle controlling system includes: a sensing unit sensing a vehicle condition to generate vehicle condition signals; an application program interface (API) converting unit generating API corresponding to the vehicle condition signals; and an actuator being controlled by a virtual electronic control unit (ECU). The virtual ECU is a virtual ECU program programmed by the API, and is installed on a dummy ECU block of a terminal.
