The present invention relates to an apparatus and a method for providing a safe pass service which can guide a user to a safe route where surveillance cameras are installed and can continuously monitor a user route through the cameras using a mobile terminal which obtains location information and has an augmented reality function. The apparatus for providing a safe pass service according to the present invention comprises a safe pass booking processing module for receiving, from a mobile terminal, a safe pass booking request including planned passing route information and planned passing time information; a terminal location checking module for checking whether the mobile terminal enters the planned passing route by receiving current location information on the mobile terminal at the planned passing time; an optimal passing route providing module for calculating optimal passing route information and providing the information to the mobile terminal when the mobile terminal enters the planned passing route; and a passing route monitoring requesting module for requesting a surveillance camera control server to monitor the passing route of the mobile terminal user when the mobile terminal enters the planned passing route.
