Disclosed are steering control apparatus and a steering control method which are capable of determining a turning state of a vehicle, and controlling a steering control signal so that the vehicle maintains a normal turning state, thereby improving safety of the vehicle.

1. A steering control apparatus, comprising:
a determining unit which calculates the first Yaw rate value based on a steering angle measured by a torque sensor and compares the first Yaw rate value with a second Yaw rate value measured by the Yaw rate sensor, so as to determine a turning state of a vehicle according to a result of the comparison; and a controller which adjusts a control amount for a control disturbing an alignment of tires to return the vehicle to a normal turning state if it is determined that the vehicle is in an abnormal state.
