Provided are a network offloading method and apparatus. The method comprises: a first network controller receiving network state information of a terminal, wherein there is at least one terminal, the network state information is state information of the terminal in a corresponding at least one access network, and the first network controller is a network controller of the first access network; the first network controller generating an offloading policy for the terminal according to the network state information; the first network controller sending the offloading policy to the terminal, and/or sending the offloading policy to an access device of the at least one access network, so that a network side device or the terminal executes offloading according to the offloading policy, thereby implementing control of a network side on terminal offloading.
