PROBLEM TO BE SOLVED: To reduce interference in a mobile communication system supporting a carrier aggregation technique prescribed by a 3GPP standard.SOLUTION: A macro base station MeNB in a mobile communication system supporting a carrier aggregation technique prescribed by a 3GPP standard, communicates with a pico base station PeNB#1 via an X2 interface. The macro base station MeNB transmits information to the pico base station PeNB#1 information for the pico base station PeNB#1 to determine which component carrier the pico base station PeNB#1 requests the Macro base station MeNB to restrict the use thereof and which component carrier the pico base station PeNB#1 requests the macro base station MeNB to remove the use restriction thereof.
