The scheduler 342 comprises: a parameter acquisition unit 3422 for acquiring parameters Df, Ra on radio communication between user equipment UE and a transmission point TP; a threshold calculation unit 3424 for calculating a threshold Th on the basis of the parameters Df, Ra acquired by the parameter acquisition unit 3422; a transmission point selection unit 3426 for selecting a transmission point with which the user equipment UE should connect; and a resource allocation unit 3430 for allocating a resource block RB to user equipment UE corresponding to a maximum metric P.
