<p>Provided is an image encoding device which, by shortening the processing time of a low-order data processing unit within an encoding unit, makes possible higher processing efficiency overall. This image encoding device is provided with a color space conversion unit, a frequency conversion unit, a quantization unit, a coefficient prediction unit, an adaptive type scanning unit, a VLC encoding unit (10), and a bitstream output unit. The VLC encoding unit (10) is provided with a high-order data processing unit (14) for carrying out extraction/encoding processing of high-order data, and a low-order data processing unit (20) for carrying out extraction/encoding processing of low-order data. The low-order data processing unit (20) is constituted by a sign flag necessity parallel assessment unit (25), a low-order data parallel concatenation unit (26), and a concatenation shift quantity parallel computation unit (27).</p> |
