METHODS AND APPARATUS FOR OFFLOADING WIRELESS TRAFFIC TO A NON-3GPP ACCESS

Methods and apparatus for offloading wireless traffic to a non-3GPP access are described. A method includes identifying (202) available wireless local area networks, WLANs, through WLAN network discovery, determining (204) at least one user or application defined policy, signaling (206) the at least one user or application defined policy to a base station, and selecting one of the plurality of available WLANs to offload the traffic corresponding to the particular application to. The selection is based at least on the at least one user or application defined policy, and the base station has obtained at least one access network discovery and selection function, ANDSF, policy or radio access network, RAN, steering rule that conflicts with the at least one user or application defined policy.
