A self-diagnosis process performed by a CPU (10), the self-diagnosis process comprising determining whether or not a vehicle is in an idle-stop state on the basis of acquired vehicle operation information and engine operation information, and performing a fault detection process. When the engine stops in a vehicle in which an idle-stop function is installed, power is supplied to electrical components of the vehicle, and an electric current is therefore supplied from a cell to the electrical components. As a result, the CPU (10) determines that a fault is present in the measurement system when the electric current is equal to or less than a prescribed electric current value on the basis of an electric current measurement result produced when the electric current is measured while the vehicle is stopped and the ignition (30) is on. This provides a technique that makes it possible to detect a fault in a measurement system by a simple self-diagnosis process in a cell control device capable of detecting the state of a storage cell.
