<p><P>PROBLEM TO BE SOLVED: To provide a composition for water-based coating allowing forming a coating film without white turbidity, without blending special additives. <P>SOLUTION: The composition for water-based coating contains: a fluorine-containing copolymer (A) with an acid value of 10-30 mgKOH/g having a functional group reactive with an isocyanate group; block polyisocyanate (B) blocked by a compound represented by a formula (1); and water.
