A switching unit (28) that switches between: transmitting a current conversion signal (SG1) generated by a current-voltage conversion unit (22) to an extraction/signal determination unit (30), if the generation of a current conversion signal (SG1) is detected by a current conversion signal determination unit (26) as a result of a current signal being transmitted along a communications line; and not transmitting a voltage conversion signal (SG2) generated by a voltage sensor (14) to the extraction/signal determination unit (30). The switching unit (28) also switches between: transmitting the voltage conversion signal (SG2) generated by the voltage sensor (14) to the extraction/signal determination unit (30), if the generation of the voltage conversion signal (SG2) is detected by a voltage conversion signal determination unit (27) as a result of a voltage signal being transmitted along the communications line; and not transmitting the current conversion signal (SG1) generated by the current-voltage conversion unit (22), to the extraction/signal determination unit (30).
