Provided is a system for controlling unauthorized collection of image information, comprising a pan tilt zoom (PTZ) network camera generating multiple captured images of the entire area and capturing images of a certain area included in the entire area in real time to generate multiple captured images; and a server combining the multiple images to generate a first entire area image, providing a coordinate value, generating a second entire area image by mapping vertical angle/horizontal rotational angle of the PTZ network camera to the coordinate value, setting a monitoring area in the generated second entire area image, and generating a notification event when the plurality of captured images are not within the monitoring area. According to the present invention, captured images are interrupted and prevented from being used for an unfair intention, whereby such an image is prevented from being wrongfully used and a person authorized to operate an image monitoring device is prevented from utilizing a captured image for an unfair intention to thus prevent invasion of privacy.
