The present invention relates to an internal control rod driving device and a nuclear reactor having the same. It includes a control bar driving device for control and a control bar driving device for stop which are prepared in the upper and the lower space of a reactor core to draw or insert a control bar for control and a control bar for stop into the reactor core based on the operation condition of a reactor. The control bar driving device for control and the control bar driving device for stop are alternately arranged, thereby minimizing the space of a reactor building, preventing the separation accident of the control bar, and reducing the probability of generating the loss accident of a cooling material.
