Present invention relates to a method for surface coating of a concrete structure applied to the internal surface of a concrete structure used in such a water treatment facility by using a film having ozone resistance and oxidation resistance. The method can be used in surface coating of concrete for high level purification treatment. The film comprises a fluorine-contained modified polyester resin layer and a fluorine-modified urethane acrylate resin layer.
