The device has a solenoid armature (24) swivelled about a swivel axis (31). A permanent magnet is formed such that magnetic flux is covered by pole pieces. A valve element (15) has a closing head (42) interacting with a valve seat (45) that encloses a flow opening (13) to close and open the opening. The head is mounted at an actuating lever that is connected as a single piece to a sealing plate (44) composed of an elastic material for forming a seal (41). The lever is connected by a coupling element (48) to the armature, where the head and the plate are interconnected as another single piece.
