The objective of the present invention is to provide a device and a method for combining a flange, which facilitate coupling of a flange to the connection area of pipes by storing different torque information on members combined to multiple flanges in advance. The device comprises a storage unit which conducts research on and stores the different combining torque information on members combined to the flange formed in the connection area of multiple pipes; a selection unit which selects one of the connection areas of the pipes stored in the storage unit; and an output unit which outputs the combining torque information on members combined to the flange in the connection area selected by the selection unit.
