a calculation unit that calculates a statistic by aggregating measurements of interference levels of radio waves between the plurality of first base stations and second mobile stations connected to a second base station that forms a second cell larger than a first cell formed by each of the first base stations; and a determination unit that determines, based on the statistic, a radio resource to be used by the plurality of first base stations or the plurality of first mobile stations.
