Provided are a monitoring apparatus and a system using three-dimensional (3D) information of an image and a method using the same. The monitoring apparatus using 3D information of an image according to an embodiment of the present invention comprises: an image obtaining unit obtaining a 2D image captured by a PTZ camera; an information extracting unit extracting 2D coordinate information of an object on the basis of a pan/tilt angle of the PTZ camera and extracting distance information between the PTZ camera and the object on the basis of a zoom magnification of the PTZ camera; a calculation unit calculating variations of the 2D coordinate information and the distance information by comparing the current frame and a previous frame of the 2D image obtained by the image obtaining unit; and a location tracking unit tracking a location of the object by controlling the PTZ camera on the basis of the variations of the 2D coordinate information and the distance information.
