PROBLEM TO BE SOLVED: To improve alkali resistance of an ultraviolet curable resin layer (A) as the outermost layer constituting a base film of a transparent conductive film for a touch panel, and thereby stably sufficiently suppress visibility, or "visible pattern," of a pattern of a transparent conductive film laminated on the ultraviolet curable resin layer (A) as the outermost layer.SOLUTION: A base film of a transparent conductive film for a touch panel has an ultraviolet curable resin layer (A) having a film thickness of less than 70 nm as the outermost layer on at least one face of a base material film. The ultraviolet curable resin layer (A) is a layer formed by curing an ultraviolet curable resin composition containing an oligomer type polymerization initiator.
