PROBLEM TO BE SOLVED: To provide a lighting control system which allows for easy setting of a unique identification code for discriminating the organization of a train, and to provide a lighting control device and an illuminating device.SOLUTION: After start of power supply, a lighting controller 2 transmits identification cord setting information including a free ID and an identification ID to a plurality of illumination devices 3. Upon receiving the identification cord setting information within a predetermined time after start of power supply, the plurality of illumination devices 3 set the identification ID included in the identification cord setting information in each information setting section.
