PROBLEM TO BE SOLVED: To estimate man-hours of each component in a development project.SOLUTION: A temporary overall man-hour acquisition unit 120 of a man-hour estimation apparatus 100 calculates temporary overall man-hours of a development project on the basis of a total scale of the development project and a quality and a development cycle of each of man-hour estimation target component. A man-hour ratio acquisition unit 130 calculates temporary man-hours of a plurality of components, respectively into which operations in the development projects are segmented on the basis of scales of the respective components and the quality and the development cycle of the respective man-hour estimation target component. The man-hour ratio acquisition unit 130 calculates a man-hour ratio of the man-hour estimation target components on the basis of a sum of the calculated temporary man-hours of the respective components and the temporary man-hours of the man-hour estimation target components. A man-hour acquisition unit 140 calculates man-hours of the man-hour estimation target components by multiplying the temporary total man-hours of the development project and the man-hour ratio of the man-hour estimation target components.
